[USML Announce] Rule Proposal - Super Majority

I hereby propose that the following change be made to Rule XVIII.? Governance:

Delete the sentence:? "Rule changes, pronouncements, and acts of whimsy are determined by majority vote of the Committee of the Whole."? 

and substitute the following:

"Rules changes shall be proposed to the entire league membership no later than January 31st of the year for which the change is to first apply.? Such proposed rule change(s) shall be adopted upon?a vote of 2/3rd of the Committee of the Whole."?
