[USML Announce] USML - weekly transactions

Given the gap between the draft and opening day, I'd be inclined to allow initial transactions this weekend.

  I am going to submit the rosters today, and we will be off and running.  Still to be determined is the first date on which we permit transactions.  I would propose that we make the first transaction deadline the Sunday after the season starts (April 3).  An alternative would be to permit transactions as of this Sunday.  Please let me know which is preferred.
