The answer is "none of the above." This is a pilot program, created by Mark Blocker, to level the playing field for those owners with rosters that do not contain Matt Wieters. If the program is successful, I understand that other squads will have an opportunity to add a 15th player on offense for a limited period of time. 

I also see that Commissioner Blocker is piloting a program that grants additional FABB dollars to preferred squads. Apparently, the Hoosier Daddies and Red Hots are currently most favored. Perhaps they are seen as likely destinations for the aforementioned Mr. Wieters later this season.
