[USML Announce] USML - expansion

Sounds good to me.  Though I have to say, as someone who just started from
scratch a few short years ago and made a run at the title in year 3, I say
make him start from scratch!

Also, if the draft is taking place in chicago, I may still send my proxy
and be available by phone as well.
