[USML Announce] Next Phase For usml.net

I have begun the transition to the next phase for usml.net -- which is to
set up a somewhat traditional forum platform to supplement (or perhaps
supercede) the announce mailing list.

While I still need to fine tune the interface, if you go to usml.net now
you will see that the top menu has been streamlined and I've switched the
home page from an onroto portal to a portal to a forum system.

The top level forums correspond, more or less, to the ways I broke things
out before -- with one key addition, which is the first item now called
General Discussion.

Each post in the old system becomes a forum topic, and each comment to a
post in the old system becomes a reply to the corresponding topic.

In the next few days I will clean things up a bit and then build out the
subscription/login/user management components.  The idea is to make it very
easy for each of you to add topics to a forum, to reply to existing topics,
to set up notice provisions for new material as you want and so forth.

Once I'm done I'm inclined to set things up so that only subscribers (i.e.,
league members) can see the forum contents.  Right now, the forum contents
are open to the world.

It's my hope that most common communication will end up going in the
General Discussion forum.  Any new songs will, of course, should be put in
the Songs forum. Philosophical debates about Beans go to the Beans forum.
Stories about bad guys that Emily wouldn't roster and stories about weird
injuries go to the obvious forums etc.
