Actually, I think Kerber is half right.  He is right that our rules provide that players on the DL can be assigned to the reserve roster.  Their salary still counts against the $260, but you can put them on reserve.  See Rule 17.4.  However, I am not sure that any retained player is on the DL, so the rule has no impact this year (according to MLB.com, neither Ohtani nor Severino are on the DL).  Here is a link to the injury status of all players, and ones on the DL are indicated:

Maybe others know more about this, but I don’t think teams really use the DL much until opening day (other than the 60-day DL), when rosters are limited to a certain number, so putting guys on the DL frees up slots.  I believe Rule 17.4 was really intended to cover years when the draft took place after opening day.

I don't think major league guys who are on the DL can be assigned to reserve prior to the draft.  Is that right?

And Kerber is the only guy in the league who is worse than me with the money check.  So someone else needs to weigh in!
