[USML Announce] USML - updates

Frank:  Good catch.  I had to tweak the eligibility requirements, but all
players should now reflect their 2021 eligibility.  However, note to
others: there is no reason to change any player's currently-assigned
position.  We will deal with all of that stuff post-draft.  I can set
initial positions based on league auction results, and then owners can
change where their players are slotted as part of the normal transaction
process.
