[USML Announce] USML - Rosters update

Frank:  Thanks for the eagle eyes on the rosters.  I actually had to look
up the rule on contract status, but it is clear: check section 16.2:
Notwithstanding
the first sentence of this Section 16.2, the first “season” of a player
will not be deemed to occur until that player loses major league rookie
status or that player appears on the Active Roster of a League team,
provided, however, that if a player with major league rookie status who has
appeared on the Active Roster of a League team is subsequently selected in
the Rotation Draft, his prior appearance on the Active Roster of a League
team shall be disregarded.

This is also consistent with past practice. We have always treated player
contracts for unretained players as if they re-set on draft day.  This
means that we do not go back and look to see if the player was activated by
some team last year.  The only instance in which prior activation matters
is if a team retains that same player from the prior year, and then
contract status continues.  Otherwise, contract status re-sets, and if a
player has rookie eligibility, his contract status = 0.
