[USML Announce] USML - Rosters/final call for changes

Yes, I meant next week.  As for FAAB, let me get back to you, but
definitely not this week (i.e., do not submit any FAAB bids between now and
Saturday midnight).  I believe we have traditionally permitted FAAB
bidding the first weekend after games start.
